Perm’s sports events “Perm international marathon”
I Main information
- Mass sports event “Perm international marathon” (hereinafter referred to as the Marathon) will be held in accordance with the decision of the Perm city administration “On the preparation and holding of sports event Perm international Marathon” from 13.04.2017 No. 287.
- The goals and objectives of the competition:
– promotion of a healthy lifestyle and involvement of population in active physical training and sports;
– the development of mass sports;
– stimulation of growth of sport achievements in long distance races;
– identification of the strongest athletes.
II Place and date of the competition
The place of the competition: start and finish – Perm, 53 Lenin street, square in front of the “Perm Academic Theatre-Theatre”. The route runs through the streets of the city of Perm, according to Appendix 1.
The date of competition: September 3, 2017
Time: from 8 a.m. to 5 p.m.
III The organizers of the competition
The Marathon is organized by the administration of Perm in the person of the committee of physical culture and sports.
The General management of the Marathon is conducted by the Advisory Committee of the Perm city administration, Regional public organization “Federation of athletics of Perm region”.
The direct holding of the Marathon is entrusted to the Perm municipal autonomous institution of additional education “Specialized children and youth sports school of Olympic reserve “Orlenok” and to the main panel of judges.
The competition is held in accordance with the applicable competition rules of the International Association of Athletics Federations (IAAF).
The main judge of the competition –Velikorodnikh Yurii Pavlovich (national category)
The main secretary of competitions – Kochkin Viktor Nikolaevich.
IV Requirements to participants and admission conditions
The right to participate in the Marathon is given to citizens of the Russian Federation and foreign countries, who filled in the application form and paid the registration fee.
It is possible to apply for the participation in only one type of program:
- 195 km – men and women aged 18 years and older, with necessary sports qualification and the admission of the doctor;
- 21,098 km (road running) – men and women aged 18 years and older, with necessary sports qualification and the admission of the doctor;
- 10,550 km (road running) – men and women, boys and girls aged 14 years and older, with necessary sports qualification and the admission of the doctor;
- 3 km and the relay (42 to 1 km) – runners without age restrictions, with necessary sports qualification and the admission of the doctor.
The age of participants is determined by the date of birth.
The participation in the corporate relay is limited to 30 teams, excluding age and gender. The number of people in a team is not more than 42 people.
Participants under the specified age are allowed to participate in races of 42.195 km, 21,098 miles and 10,550 km with the consent of the chief judge of the competition, in case they have a written permission of parents (or their legal representatives) and the admission of the doctor.
On September 2, 2017 the Mandatory Committee will take place. Each member should have an identity document, original of a medical certificate and additional health insurance in order to receive a starting package: a brand T-shirt of Perm’s Marathon, the bib number and a built-in individual disposable electronic sensor to record and transmit information (chip). The bib number with the chip must be attached to the sports clothes of each participant.

September 2, 2017
10.00 – 20.00 – registration of the participants and issuance of starter packs;
10.00 – 20.00 – meeting of the Mandatory Committee at the address: Perm, 53 Lenin street, the area in front of the Perm Academic Theatre-Theatre.
20.00 – meeting of representatives and judges (address: Perm, 53 Lenin street, the area in front of the ‘Perm Academic Theatre-Theatre’.

8.00 – opening of the start-finish town.
9.00 – start of the races (42.195 km, 21,098 km, 10,550 km.)
10.00 – start of relay (teams for the distance of 42,195 km.)
13.30 – start of the mass race at the distance of 3 km.
14.00 – start of the costume race at the distance of 1 km.
15.00 closing of the finish line;
– rewarding of winners and prize-winners (distance of 10,550 km.)
15.30 – rewarding of winners and prize-winners (distances of 3 km and 21,098 km, rewarding of relay teams.)
16.00 – rewarding of winners and prize-winners (distance of 42,195 km.)
17.00 – closing of the start-finish town.
For participants at the distance of 42.195 km there is a time limit set to control the time taken to run 3 laps – 4 hours 20 minutes. Participants who do not comply with the control time are removed from the competition.
VI Terms of deciding on results
Competitions are held according to rules of competitions on track and field athletics. The route is certified by IAAF-AIMS (category “C”) which is valid for the assignment of sports titles, discharges, registration of records, even the records of Russia.
The winners are determined by the best technical score in each age category and in the overall classification.
42.195 km – men and women in the age groups: 18-29, 30-39, 40-49, 50-59, 60-64, 65-69, 70 and older; the absolute offset (1-6).
21,098 km – men and women in the age groups: 18-29, 30-39, 40-49, 50-59, 60-64, 65-69, 70 and older; the absolute offset (1-3).
10,550 km – boys and girls in age groups: 14-15, 16-17; women and men in the age groups: 18-29, 30-39, 40-49, 50-59, 60-64, 65-69, 70 years and older; absolute offset (1-3).
3 km – children in age groups: under 7 years old, 8-9, 10-11, 12-13; men and women 70 years and older; absolute offset (1-3).
Corporate race – overall standings (1-3).
Recording of the results of all participants of the official competitions at distances of 42,195 km, 21,098 km 10,550 km and 3 km is carried out by automatic electronic timing My Laps.
VII Rewarding
The absolute winners at each distance, the winners in each age group are awarded with cash or memorable prizes, medals and diplomas. The procedure of issuing money prizes is set by the organizer of the Marathon.
Each finisher is given a medal.
The winners of the absolute championship on each track do not participate in drawing of prizes in age categories.
Special prizes are given to:
– three men and women at the distance of 42.195 km, representing Perm Krai;
– the oldest and the youngest participant of the competition.
VIII Financing terms
The competition is funded from the budget of the city of Perm and extra-budgetary sources (registration fees of participants and sponsorship partners).
The costs associated with the participation of nonresident athletes and their representatives for transportation, accommodation and catering are carried out by the sending teams or themselves (with the exception of Russian professional athletes who received a personal invitation).
IX Ensuring the safety of participants and spectators
Competitions are held on the track, passing through the streets of the city, that meet the requirements and the relevant normative legal acts acting on the territory of the Russian Federation and aimed at ensuring public order and security of participants and spectators in the presence of acts of readiness of the track to the holding of sports events, approved in the established order.
The security of the event is provided by private security companies identified by the organizers of the competition, teams of ambulance and emergency medical care, Ministry of internal Affairs of Perm and the STSI GU MVD of Russia for the Perm region.
Safety in the Marathon is carried out in accordance with the Decree of the RF Government dated 18.04.2014 N 353 “About approval of Rules of security when conducting official sports competitions”.
X Insurance
Participation in competitions is carried out only if the contract (the original) on insurance (accident, life and health) is given to Mandatory Committee.
In case of the absence of the insurance contract insurance is given by an insurance company, defined by the organizers.

When registering, the participant is obliged to indicate his personal data in accordance with the identity document.
The participant is considered registered if he filled out the registration form and paid registration fee.
Additional registration for the Marathon on the day of the Marathon (03.09.2017) is not carried out.
Registration may be closed early if the number of Marathon participants gets maximum. Paid registration for the Marathon is not subject to cancellation, the registration fee is not refundable.

Notes:
- Veterans of the great Patriotic war are exempt from payment of the registration fee.
- Participants under the age of 14 years are only allowed to run 3 km without payment of the registration fee.
- Men aged 60 years and older, women aged 55 and older pay a registration fee with a discount of 50 %.
- The full-time students, students of educational institutions, persons with disabilities pay a registration fee with a discount of 50 % and need to confirm this benefit with the relevant document.
This provision is the official invitation to competitions.

The route of the Marathon
The route: start from the square near “the Perm Academic Theatre-Theatre”
Lenin street → Komsomolsky Avenue → turn after the crossroad on Polini Osipenko street → Komsomolsky Avenue → Lenin street → Sibirskaya street → turn to the street Polini Osipenko → Sibirskaya Street → Lenin street → turn to the second round.
1 lap of track Marathon is 10,550 km.

Semi marathon 21,098 – 2 laps
The race at the distance of 3 km: start from the square in front of “the Perm Academic Theatre-Theatre” on Lenin street to the Komsomolsky Avenue → turn at Central universal Shop.
